Question: I am constructing a deck over an egress window from a basement bedroom. My neighbor told me that there are certain rules that I must follow. Is this right?

The IRC regulation states that the egress window well must have at least 4 feet of clear space above it. That means from the top of the window well to the bottom of the deck joists can be no less than 4 feet of clear space.
You should check with your local building department to ensure that they do not have any additional requirements.
